ROCHESTER, N.Y. – A mysterious man has been caught on camera peering into a house on Park Avenue raising alarms in the neighborhood.
“What I think about is fear. Does this person have a weapon?” said Tyler Mitchell, a resident of the house. “What is their intent?”
The video, which has been shared among neighbors through their Ring cameras, shows the same man looking into the same house on back-to-back nights in the eastern end of Park Avenue.
What takes this beyond a trespass is what the camera captures the man doing. The people who live in the home say the man got sexual gratification when he was on their doorstep.
“Initially I wasn’t too fearful. I’ve had those situations happen before,” said Emily Ormond, another resident of the house. “But when I put the volume on the video and realized what he was actually doing that’s when I started to get really scared. And just fearful of women’s safety in Rochester.”
Ormond says the man was listening to pornography on his cell phone and fondling himself.
“And you could just hear everything,” Ormond said.
Mitchell says he wishes there was something to fill the gap between mental health issues and a police arrest.
“There needs to be more of a step-in involvement with mental health teams to realize behavior that they’re a threat to society,” Mitchell said.
Courtney Burke, the property manager, is concerned for the tenants’ safety.

“So now we’re left with, okay, is there another apartment we can move them to?” Burke said.
Ormond and Mitchell say they’re moving out.
Additional video clips show the man wearing a New Orleans Saints football hoodie as he walked away and getting away on a mountain bike the night before.
The Rochester Police Department has an open investigation and the report labels it as attempted burglary. Police are giving special attention to this end of Park Avenue right now.
