Saudi Arabia, represented by the Saudi Fund for Development, and Qatar, through the Qatar Fund for Development, announced a joint financial contribution of $89 million to cover salaries and wages of public sector employees in Syria.
According to the Saudi Press Agency on September 24, the purpose of the support is to ensure the continuity of basic public services and to strengthen budget allocations.
The funding, set for three months, is implemented in coordination with the United Nations Development Programme (UNDP) to sustain livelihoods, support inclusive economic recovery, strengthen financial systems, and advance sustainable development in Syria, the agency reported.
It added that the grant would play a crucial role in expanding opportunities for Syrians, reflecting international cooperation and solidarity to achieve the Sustainable Development Goals (SDGs) and boost social growth and economic prosperity.
Sultan bin Abdulrahman Al-Murshed, CEO of the Saudi Fund for Development, said the grant falls within Saudi Arabia’s leadership efforts to promote development support in Syria, stressing that the fund works alongside its partners to back Syria’s development path, according to the Syrian Arab News Agency (SANA).
Fahad Hamad al- Sulaiti, Director General of the Qatar Fund for Development, said the initiative reflects a shared vision to strengthen stability and resilience for the Syrian people, adding that investing in essential services is not only an urgent humanitarian necessity but also a long-term strategic investment in sustainable development, human dignity, and the foundations of peace and prosperity.
Abdallah Al-Dardari, Director of the UNDP Regional Bureau for Arab States, said the tripartite cooperation between the Saudi and Qatari funds and UNDP aims to support Syria’s social and economic recovery and stability. He noted that the financing will specifically cover salaries and wages for social services staff, ensuring continuity of basic services.
Qatari grant for salaries
Earlier, the United States gave the green light to a Qatari initiative to finance salaries in Syria’s public sector.
On May 7, Syria’s Ministry of Finance announced that the Qatari government would provide a monthly grant of $29 million to cover salaries of public sector employees.
Finance Minister Mohammed Yosr Bernieh said the grant would fund salaries in the health, education, and social affairs sectors, in addition to pensions for non-military retirees.
“The grant was exempted from U.S. sanctions, and I would like to thank the U.S. Treasury Department for its swift response in facilitating the grant. We hope this step will be followed by others to build trust and move toward easing and lifting sanctions,” Bernieh said.
The grant, managed by UNDP, covers nearly one-fifth of the current wage bill. “We are moving forward with financial reform to enhance integrity and confidence in our financial system,” Bernieh added.
Qatar had initially planned to support salaries shortly after the fall of Bashar al-Assad’s regime, but the initiative was delayed due to uncertainty over U.S. sanctions and the Trump administration’s Syria policy.
