The unusually large number of CIF Southern Section football players labeled as ineligible, and the resulting forfeitures, comes from a combination of poorly executed transfer paperwork and the CIF-SS office becoming more vigorous in enforcing its rules and bylaws, CIF-SS commissioner Mike West said Thursday.

Nineteen football players who transferred to Bishop Montgomery were ruled ineligible. Bishop Montgomery subsequently shut down its football program and its head coach and school president were dismissed.

Five football transfers were ruled ineligible at Millikan, which then had to forfeit two wins in which the players participated.

Several athletes whose transfer efforts were denied have been banned for two years from participating in CIF athletics in California.

West said Thursday after the CIF Southern Section Council meeting at The Grand in Long Beach that the CIF-SS office has become more vigorous in examining transfer candidates as the number of transfer applicants continues to grow annually.

“I think it’s accurate to say we’re getting a little more aggressive this year,” West said. “We’re tired of seeing the volume that’s coming through. We’re hoping we can stem the tide.”

West said that “unfortunately” the CIF-SS office has become expert at identifying falsehoods in the transfer paperwork that, when valid, grants the transfer immediate athletic eligibility at a new school. Transfers that don’t make a change of residence must observe a sit-out period before becoming eligible to play, or must seek a hardship waiver.

“We have some key things we look at,” he said. “When things don’t match up it becomes very apparent that something’s been turned in that’s fraudulent.”

Basketball is a CIF-SS sport that sees plenty of transfer activity. West said he is unsure if, once basketball transfer eligibility requests grow in coming weeks, that the ineligibility rulings will become frequent.

“We’re just going day by day and the things we find, we’re addressing,” he said. “I would hope that we see less because it’s been apparent if you’re turning it in (fraudulent paperwork), you’re going to get pinched. If that message is out hopefully we’ll see less and less of this fraudulent paperwork being submitted.”

West said the message he wants to send to CIF-SS member schools is: “Don’t jeopardize your kids’ eligibility by turning in fraudulent paperwork.”

At the end of the Council session, West addressed the assembled CIF-SS league representatives with his scheduled “commissioner’s report” and offered advice.

“Talk to your athletes and their parents,” West told the group. “Make sure they understand the consequences of what happens if what they turn in is impaired. It’s OK to question it and it’s OK to say ‘no.’”
