Egyptian President Abdel Fattah al-Sisi has issued Decree #491 of 2025 concerning the organization of the Cabinet Presidency.
Article #1 of the decree states: “Alaa Hassan Qassem Mahdi al-Sherif is appointed to the position of Cabinet Secretary-General with the rank of Deputy Minister, for a period of one year starting September 15, 2025.”
With this decision, Qassem is now the new Cabinet Secretary-General, replacing Major General Osama Ahmed Saad.
Qassem’s prior position was as head of the International Organizations Liaison Office.
