WARREN — City council is showing support to local businesses such as Thomas Steel Strip by passing a resolution for the company to receive congressional and White House exemption from the 50% tariff penalty on imported steel from any country.

“These tariffs will severely hamper their ability to provide the services and products that they do. We want our higher government officials to know how their decisions affect our local area and the workers who work there and the communities where these businesses are located. This affects our ability to prosper as a community because of these hindrances put on these companies” Councilman Todd Johnson, I-1st Ward, said.

He said the tariff situation and trade war is not helping local manufacturers.

“We want Thomas Steel Strip to be exempted from the tariffs. This is council’s voices being heard about the detrimental effect of this trade war and the effect it has on local companies, workers and economy,” Johnson added.

He said there are consequences because of the tariffs being seen across the nation.

“We do not want to see our companies who have fought through many challenges such as the recession and the pandemic have to fight their own government to do business. We need to see an end to this foolish trade war that hurts our local economy,” Johnson said.

Officials said Thomas Steel Strip has more than 135 employees.

“We can’t afford to lose another plant. We want to make sure Thomas Steel Strip stays viable” said Councilman Gary Steinbeck, D-at Large.

Other officials said the company has done well and encouraged federal and state officials to support the cause.

Mayor Doug Franklin said the tariffs would cause increased costs and loss of jobs.

In other business, resident Diane Manofsky of Paige Avenue asked officials when Dana Street, which has been closed since 2017, will be reopened.

“I have been here before with this request. For eight years, 90-day extensions have been granted for the road to be closed. The rerouted traffic, which includes cars, trucks and motorcycles, now travels through the neighborhoods,” Manofsky said.

She said Dana Street would have little traffic if reopened since there are few businesses still open in that area.

Councilwoman Tiffany Stanford, D-5th Ward, said a traffic / safety committee meeting on Dana Street is being planned later this month.

OPIOID SETTLEMENTS

In other business, council passed two pieces of legislation on opioid lawsuits and settlements.

Law Director Enzo Cantalemessa said he is not sure what the distribution to the city will be from the settlements. He said the matter is being addressed in federal courts, with Warren among many communities across the country as plaintiffs.

Auditor Vincent Flask said past settlements have totaled $687,478 — none of which has been used yet.

Cantalemessa said there are stipulations and criteria on how the money can be used, including for education, treatment, enforcement and rehabilitation to help alleviate the drug problem.

WATER DISTRICT

Council approved an amended agreement with Trumbull County commissioners on the purchase of water by expanding the boundaries of the Bazetta / Champion water system. The county earlier this year reorganized the water district and combined the two townships into the Bazetta / Champion water district. Warren provides 3 million gallons of water per day to that area.

Steinbeck said new waterlines will be installed in Champion.

“This will be a plus for Champion and also Warren,” he said.

POOR ROAD CONDITIONS

In other matters, Johnson said the road condition on parts of Parkman Road and at the intersection of Tod Avenue and West Market Street need to be addressed.

He said the damage was caused by waterline breaks and other factors.

Franklin said work will begin soon on Parkman Road.
