CHARLOTTE, N.C. (QUEEN CITY NEWS) — President Donald Trump and North Carolina leaders are reacting to a horrific act of violence on Charlotte's light rail.
Surveillance video of the deadly stabbing of Iryna Zarutska shows Decarlos Brown riding Charlotte's light rail last month when Zarutska, 23, sat down in front of him.
She came to the U.S. from Ukraine to escape the war with Russia.
Brown and Zarutska had no interaction, yet after about four and a half minutes, Brown got up suddenly and stabbed Zarutska three times, killing her.

Trump offered his love to Zarutska's family on Monday and called Brown a "lunatic" and "madman".
"It's so horrible," Trump said. "Just viciously stabbed, she's just sitting there. So there are evil people; we have to be able to handle that. If we don't handle that, we don't have a country."
Governor Josh Stein posted he's heartbroken, saying, "We need more cops on the beat to keep people safe."
CATS officials say they have more than 180 security guards on staff.
CMPD says it routinely patrols trains and platforms, but both agencies are working on a mutual aid agreement.
It's believed Brown didn't have a ticket either, so CATS says it's focused on stopping fare jumpers.
Several regular riders told Queen City News they see CATS employees checking tickets all the time. Our crew saw two riding the train on Monday.
"For the most part, the train is safe to ride," said Avery James, who rides the light rail every day. "Sometimes you might get a nut on here every once in a while."
Mark Frietch rides weekly, and he says he makes sure to stay vigilant.
He'd like to see more fare enforcement.
"I definitely feel safe myself," said Sayud El, who also rides nearly every day. "I think anyone should feel safe riding the train. Even at night."
Brown was arrested shortly after the stabbing.
He's been court-ordered to take a psychiatric assessment. He's charged with murder and is being held on no bond.
