With many large projects planned for the city of Greeley next year, city staff have set aside $184.9 million in the 2026 budget for projects the city council deemed a priority.
On Tuesday, city staff presented the council with information about the city’s upcoming capital improvement projects and a five-year plan for funding them.
Between 2026 and 2030, the city is expected to spend $957 million on major projects. The projects deemed a priority by the council include the Downtown Civic Campus, the Greeley-Weld County Airport, the Public Maintenance Campus, the Island Grove master plan and critical asset replacements across the city.
The city will also continue funding for existing projects, such as the Catalyst entertainment district, the Delta Park redevelopment and the 16th Street enhancements.
More than 55% of the funding will come from utility capital funds, with much of the other funding sourced by the food tax, the quality of life tax and the Keep Greeley Moving. Utility capital funds are primarily derived from user and development fees, which recently saw fluctuations, warned Deputy Budget Director Kalen Myers.
Development fees were down in 2025, leading to the city putting off some projects until they could secure funding. Council members expressed concern about these fluctuations, particularly Mayor Pro Tem Dale Hall and Councilman Johnny Olson.
“There comes a point where it doesn’t pay to do a maintenance project that’s probably a rebuild or a teardown,” Olson said. “If we don’t stay on our assets and we don’t stay on our maintenance, we get further behind. So staying on our key maintenance is critical.”
Myers informed Hall and Olson that the city is developing a plan to track all the city’s assets and their conditions. This will enable the city to develop long-term plans and align them with the budget’s limitations.
“It just seems like we’ve got to get a better handle on deferred maintenance in general, and I’m gonna harp on that for a long time,” Hall said.
City staff will hold two more work sessions for the 2026 budget in September. The first reading of the 2026 budget will take place on Oct. 7.
