ROCHESTER, NY – A temporary manager has been appointed to oversee Waterview Heights Rehabilitation and Nursing Center following seven months of investigations by News10NBC. This action comes less than two weeks after an inspection report raised concerns about the deaths of four residents.

More than a dozen investigations by News10NBC documented severe suffering at the facility. Residents were reportedly left in unsanitary conditions and suffered from painful bedsores, as documented by Department of Health inspectors.

The Centers for Medicare and Medicaid Services designated Waterview Heights as a Special Focus Facility due to its “consistent failure to maintain compliance” and practices that harmed residents.

The report also stated that the facility failed to provide adequate supervision for residents at risk of choking. It detailed the death of “Resident 308,” who was found unresponsive with “a soft mush substance” coming from their mouth.

These violations led CMS to take action. “They’ve imposed some civil monetary penalties on the owner which I think is very warranted,” said Clark. “But second is that they’ve put in this temporary manager.”

That temporary manager has a broad range of powers, including the ability to hire, fire and make other staffing decisions. The temporary manager will report directly to the Department of Health.

“Does it alleviate some of those concerns to know that a temporary manager will be in place?” Dewberry asked Clark. “I do feel better but until we actually hear from families, it’s hard to get a sense of relief yet,” Clark replied.

The Grand, the owner of Waterview Heights, confirmed the appointment of a manager but had no further comment. The manager will remain at the facility until it achieves compliance, and the manager believes it can and will maintain compliance.
