Sanharib Barsoum, a member of the Autonomous Administration’s negotiating delegation with the Syrian government, confirmed that the talks have been suspended after Damascus rejected a new round scheduled to be held in Paris.

Barsoum told the Rudaw news agency that the planned Paris round was canceled, with no new date set so far, noting that they are still awaiting a response from Damascus to determine the venue and timing.

He explained that while the March 10 Agreement may have allowed a timeframe until the end of this year, delays could obstruct the implementation of its provisions. However, he stressed that extending negotiations for additional months would not be critical, as long as the process leads to solutions beneficial for Syrians.

According to Barsoum, Damascus expressed in previous rounds its desire to dissolve all existing civilian, security, and military institutions in northeastern Syria, while the Autonomous Administration proposed merging them into the state’s framework while retaining their local character.

He underlined that the fundamental principle remains a peaceful political settlement through dialogue, with no alternative path to reach an agreement.

One of the most contentious issues, he said, is the form of the future governance system. The Administration refuses to return to centralized rule or the limited administrative decentralization outlined in Law 107 under the former president Bashar al-Assad, instead demanding a new model granting broader powers to local administrations, including the right to elect their representatives.

Barsoum emphasized that the Autonomous Administration model, in place for more than a decade, cannot be abandoned but may be further developed, affirming that a return to central rule is off the table.

Suspension of negotiations

The March 10 Agreement included eight main provisions, most notably: a nationwide ceasefire; guaranteeing the rights of all Syrians to political participation and state institutions on the basis of competence; recognition of the Kurdish community as an essential component with constitutional rights; and the integration of northeastern Syria’s civilian and military institutions, including border crossings and oil and gas fields, into the state framework.

Tensions between the Syrian Democratic Forces (SDF) and the Syrian government escalated following the “Unity of Position of Northeastern Syria’s Components” conference, which called for a democratic constitution and decentralized governance. In response, Damascus suspended the negotiations, accusing the SDF of violating the agreement and attempting to impose a “divisive approach” and “demographic change,” insisting that any dialogue must be relocated to the capital.
