DENVER (KDVR) — On Monday, President Donald Trump took to Truth Social, vowing to issue an executive order that would change how the U.S. conducts its elections, taking aim at mail-in ballots and electronic voting machines.

His passionate post declared that mail-in voting allows "massive voter fraud" and said that his executive order would "help bring HONESTY to the 2026 Midterm Elections." His post was made on the heels of a crucial meeting with Russian president Vladimir Putin and ahead of a meeting with Ukrainian leader Volodymyr Zelenskyy.

Federal elections are administered by state departments, and if the executive order is issued, there could likely be legal challenges.

In an interview with FOX News's Sean Hannity, Trump recounted a conversation with Putin about elections. The pair allegedly agreed on the "dishonest" nature of using mail-in ballots.

“He said there’s not a country in the world that uses it now,” Trump said.

Germany, Switzerland, the United Kingdom, Canada, Iceland, New Zealand, Denmark and Poland also use mail-in ballots for elections, among other countries, according to the International Institute for Democracy and Electoral Assistance, which is an intergovernmental organization with a mission of supporting worldwide democracy.

Denver's Clerk and Recorder fires back at Trump

“Article I, Section 4, Clause 1 of the U.S. Constitution grants the states the authority to establish the times, places, and manner of holding elections. Not the president," said Denver Clerk and Recorder Paul Lopez in a statement provided to FOX31. "Trump’s recent rant to call for the elimination of mail-in voting is both illegal and unconstitutional and would drag our country backward, stripping away rights that generations of Americans fought and died for."

Mail-in voting is also popular and is used by about a third of all voters, and some form of voting machines is used in almost every election jurisdiction across the country. FOX31 learned that in Colorado, 92% of registered Republicans who voted in last year's presidential election filled out the ballot that was mailed to them.

"In Colorado, mail-in voting is secure, accessible, and trusted by every party — including Republicans, who made big gains with it in 2024," Lopez added. "This isn’t about security — it’s about power. In the United States of America, WE the people elect our leaders, not a dictator.”

Colorado has sent ballots to all voters for over a decade, having started the practice after the "Voter Access and Modernized Elections Act" was signed into law in 2013 by then-Gov. John Hickenlooper. However, Trump stated that mail-in ballots are a threat to democracy.

“Mail-in ballots are corrupt; you can never have a real Democracy with mail-in ballots,” Trump said during a meeting with Zelenskyy in the White House on Monday. He added that lawyers were drafting the executive order. “And it's time that the Republicans get tough and stop it, because the Democrats want it. It's the only way they can get elected.”

Colorado politicians agree: Lack of voting system fraud

Republican and Democratic leaders have long agreed that there has been no systemic fraud, including leaders in Colorado.

FOX31's Matt Mauro spoke with Matt Crane, a Republican who is also the executive director of the Colorado County Clerks Association, and Colorado Secretary of State Jena Griswold, a Democrat who oversees Colorado's elections, among other duties. Crane said Republicans were not surprised by Trump's statements on Monday, but said the president's words and actions were "incredibly disappointing."

"His assumptions and understanding of elections is very minimal," Crane said. "Mail-in ballots are not rife with fraud; voting systems are incredibly accurate and incredibly secure, not just in Colorado, but across the country, and ironically, the solutions that he would like to see implemented are less accurate and less secure."

On Truth Social, Trump called for the use of "accurate and sophisticated Watermark Paper, which is faster, and leaves NO DOUBT, at the end of the evening, as to who WON, and who LOST, the Election."

Crane noted that Coloradans do vote on paper ballots, but said that ballots are then counted by a voting system instead of by hand, which he said is "far more secure than hand counting ballots." Crane said hand-counting can lead to a 5% error rate, which could be upward of thousands of votes in certain races.

Trump and Zelenskyy hold high stakes meeting

"Voting systems are far more accurate than that," Crane explained. "They're far more secure than hand-counting ballots is. Look, we used to do that back in the Stone Age, right? And there was a lot of fraud that happened. There were a lot of mistakes that happened. We've come a long way since then. We don't need to go back there because somebody who lost an election really thinks they won."

Griswold told Mauro that the president's actions are a way for him to try and get power ahead of the 2026 elections.

"To be clear, he has absolutely no power to do that," Griswold said of Trump's goal to ban vote-by-mail. "It would be unconstitutional or illegal if he issued an executive order to that effect and we'll hold the line."

Griswold noted Colorado's history of fighting Trump on election veracity, including a case against then-Mesa County Clerk Tina Peters, who was convicted in August 2024 of seven charges related to unauthorized access to election machines.

Griswold also asserted that Trump and his family use mail-in ballots, and said his goal of removing mail-in ballots would "undermine American elections."

Banning mail-in ballots would impact members of the military, older adults who have limited mobility, individuals with physical disabilities, and residents of rural areas who may not otherwise have the time to vote.

FOX31 also reached out to all of Colorado's Republican officials in Congress to ask them if they agree with the president's take on mail-in ballots. Only Congresswoman Lauren Boebert responded.

"I completely agree with President Trump’s assessment of our voting system and the changes we need to restore integrity and trust to our elections," Boebert told FOX31. "We’ve seen nothing but mistakes, incompetence, and cover-ups from Jena Griswold, whose failures have severely damaged democracy in our state."
