RICHMOND, Calif. (KRON) -- One Richmond Police Department Officer was involved in two deadly shootings this year, according to officials. On August 4, Officer Nicholas Remick and a second RPD officer fatally shot a U.S. Marine, 27-year-old Angel Montano, at his family's home on First Street, officials said.

On February 4, Remick and a second officer shot Jose De Jesus Mendez Rios in Richmond, according to a California Department of Justice database. Their use of lethal force for the Rios case is still under investigation by state DOJ officials.

Officers were initially dispatched August 4 to the First Street home because the Marine's brother called 911. He told dispatchers that Montano was threatening to kill him with a kitchen knife.

"He has mental issues. He's in the living room right now. The door is open, we told him to leave, he's not leaving," Montano's brother told a 911 dispatcher.

The dispatcher asked, "Has he hurt anybody with the knife?"

The brother answered, "Not yet, but he will." Montano was previously treated for mental health at John Muir Hospital, but hospital staff members did not provide a diagnosis to the family. "He has paranoia," the brother added.

Montano's voice can be heard in the background of the 911 call while Montano's mother stood between her two sons to keep them apart. The brother confirmed to the dispatcher that Montano was a Marine veteran.

The brother told the dispatcher that Montano was not making sense, and "he does this all the time."

Seven minutes into the 911 call, Montano became suspicious of the 911 dispatcher and demanded to know her name. The dispatcher declined because she is a civilian, and not an officer.

"Put down the knife, please, Angel," the brother pleaded. Montano then picked up a second knife, the brother told the dispatcher.

Six police officers were standing outside of the house, including some with guns drawn. The Richmond Police Department said dispatchers remained on the phone with the brother and provided updates to officers as they remained outside.

Officers outside could hear a "loud altercation" happening inside the home. "Officers, fearing that someone inside the residence was being harmed, advanced to the residence," RPD wrote. Within seconds of officers announcing their presence at the front door, Montano appeared and "rapidly advanced at the officers, holding two knives," RPD wrote.

After the Marine ignored orders to stop, officers Stocking and Remick fired their service weapons, lethally wounding the domestic violence suspect, according to police.

Immediately after the shooting, the Marine's mother can be heard in the 911 call wailing with shock and dismay.

While the scene was blocked off with yellow crime tape, people who knew Montano were very emotional. One man shouted at police, "Look it up! Angel Montano, Marine veteran." Another man yelled at officers, "You killed one of your own."

RPD Lt. Donald Patchin told reporters, "This isn't the outcome that we want. We would much rather have a peaceful outcome. Their belief at that time was that there was an immediate need for them to go in."

The police department placed Stocking and Remick on administrative leave per RPD policy. This is the second time that Remick has been placed on leave by Richmond Police Department for a fatal shooting this year.

Rios was wanted on February 4 for a probation violation warrant related to domestic violence charges. According to RPD, Rios was in a 32-minute standoff with officers and ignored their commands by Union Pacific Railroad tracks near Carlson and Regatta boulevards. After officers attempted to de-escalate the situation and reach a peaceful resolution, 51-year-old Rios was fatally shot by Remick and Officer Jessica Khalil, according to the DOJ's database.

The California Department of Justice said it is required to investigate all incidents of an "officer-involved shooting" resulting in the death of an unarmed civilian.

The Richmond Police Officers Association (RPOA) wrote Monday, "Officers were responding to a violent, armed threat inside a home. We welcome the release of today’s body-worn camera footage, which shows officers confronting an armed individual threatening the lives of family members inside a home and acting under a clear, immediate threat to public safety."

RPOA blasted several Bay Area media outlets' stories on Remick for "hit-piece sensationalism," and "prioritizing past headlines over facts."

The police officers union continued, "We urge the public and the media to review the footage in full before rushing to judgment. Today’s footage reminds us that policing often requires relentless courage under threat -- not hindsight-fueled accusations. Our officers deserve fairness, accuracy, and respect."

Officials with the Richmond Police Department and Contra Costa County District Attorney's Office are investigating the Montano case and reviewing the officers' use of lethal force.
