Syria topped the list of countries affected by new tariff increases signed by US President Donald Trump on Thursday, 31 July. The list includes dozens of countries that the United States considers to have a significantly unbalanced trade relationship favoring those nations.
Trump imposed tariffs of up to 41% on imports from Syria—the highest rate among all countries listed.
According to a statement from the White House, the new tariffs range from 10% to 41%, and apply to countries that do not have bilateral trade agreements with the United States.
The White House described the measure as part of an effort to “reshape global trade in a way that benefits American workers.”
The new tariffs are set to take effect on 7 August.
The statement indicated that the tariffs were imposed based on Executive Order No. 14257, issued on 2 April 2025.
The order aims to “regulate imports with reciprocal tariffs to correct trade practices contributing to the large and persistent annual U.S. goods trade deficit.”
According to the White House, this sustained and significant trade deficit poses an “extraordinary and unusual threat” to US national security and the economy—one that originates entirely or partially from abroad. As a result, a national emergency has been declared to address the threat.
Tariff Rates for Arab and Other Countries
Tariffs on some Arab countries include:
15% on Jordan
25% on Tunisia
30% on Algeria and Libya
35% on Iraq
Countries with existing bilateral trade agreements with the US are subject to the tariff rates outlined in those agreements. However, most nations on the list now face tariff rates between 10% and 15%.
Other notable tariff rates include:
10% on UK goods
15% on EU, Japan, and South Korea
25% on India
30% on South Africa
35% on Serbia
39% on Switzerland
40% on Laos
On 2 April, the US had already imposed a 41% tariff on American goods exported to Syria and an 81% tariff on goods imported from Syria to the US.
At the time, Trump claimed the tariffs would boost American economic growth, and urged foreign leaders to eliminate tariffs on US products. He also stressed that his administration would hold accountable “countries that treat us unfairly,” including those imposing non-tariff barriers.
