Two new gun laws were signed by Illinois Gov. J.B. Pritzker this week, bringing changes to things like gun storage and tracing.

Senate Bill 0008, will strengthen laws around gun storage in the state.

According to the Pritzker administration, SB 0008 will impose civil penalties associated with failing to properly secure firearms within a home where minors reside. The bill also requires reporting a lost or stolen firearm within 48 hours instead of 72, and also adds a potential penalty of revocation of a FOID card for failure to comply with the law on two or more occasions.

What has the response been?

Attorney General Kwame Raoul voiced his support for HB 1373 in a statement.

“Advocating for commonsense gun safety measures has been one of my top priorities throughout my career. I initiated House Bill 1373 as part of that work because law enforcement agencies’ participation in the ATF’s eTrace platform is needed to identify gun traffickers and suspects and patterns behind violent crimes,” he said. “This law will help strengthen my office’s partnership with the ATF, as we regularly work together to address gun trafficking and other gun crime cases. We cannot truly prevent gun violence unless we make sure all Illinois law enforcement use every resource available to trace crime guns.”

The parents of Terrell Bosley also voiced support for the enhanced measures. Bosley was on his way to choir practice at his church when he and a group of friends were shot while unloading equipment from a car back in April of 2006. Since then, his parents have pleaded for answers, and been active in pursuing legislation to prevent similar tragedies.

“I’m tired of hearing thoughts and prayers and then nothing gets done,” Pam Bosley said. “The bill they passed today, I thought about Terrell’s case. They never found the gun, but they found the bullet. So if they can find a way to tie things together, then they can get the case solved.”

Meanwhile, the Trump administration filed a brief supporting a lawsuit against the state of Illinois over its ban on assault weapons and extended-magazines, a move Pritzker’s administration was critical of Monday.

The new laws were signed as Illinois faces legal scrutiny on other legislation, specifically its assault weapons ban and its ban on high-capacity magazines. The Illinois State Rifle Association has filed suit over the assault weapons ban, and is being backed by the U.S. Department of Justice, filing a brief in support of that suit, arguing that it and the high-capacity magazine ban infringe on the Second Amendment.

“The ISRA will continue to lead the fight,” group President Doug Mayhall said. “We are standing strong against Governor Pritzker and the anti-gun politicians in Springfield.”

Pritzker, a frequent critic of the Trump administration, said he remains concerned about federal intervention over the state’s gun laws.

“Every day, I wake up concerned that the administration and the DOJ is going to undo the things that are keeping people safe across our country,” he said. “They’ve been doing it. If you want to know the level of my concern, it’s pretty consistently high.
