ROCHESTER, N.Y. – The Police Accountability Board (PAB) in Rochester has been stripped of its investigative powers but is still receiving more than $3 million in taxpayer funding. News10NBC’s Kristi Blake spoke with the new leadership to gain insight into their plans for the future.
The PAB’s nine-member board is working through a court appeals process, which they believe will temporarily affect their investigative presence. In the meantime, former investigators are filling other roles within the organization.
“So our former investigators are still with us, you know, while we are realigning, our mission is still strong,” said Lwam Tecleab, vice-chair of the PAB. “So currently they are helping using their transferable skills with our policy and oversight team.”
The mayor’s 2025-26 budget allocates $3.3 million for the PAB, which is $300,000 less than last year due to a rent decrease and fewer paid positions.
William Clark, chair of the PAB, addressed concerns from those who opposed the board.
“Well, 70% is an overwhelming majority,” Clark said. “So for the 30%, we still hope that, you know, over time, through our transparency, through our objective in this, that they would realize that, yes, this is a good thing for this community.”
The PAB remains committed to its mission, emphasizing that they are not anti-police but pro-transparency and dedicated to the city. They aim to work with the Rochester Police Department and the Locust Club.
