Police said 26-year-old Davis Bahrami called 911 and stated that he wanted to kill his family.
A crisis response team was not dispatched, police said, citing safety concerns flagged during prior incidents at the location.
An officer called Bahrami in an effort to de-escalate the situation and establish contact with his family, but he refused to allow the officer to speak with his family and instead made additional threats to kill his neighbor, body-worn camera footage showed.
During the call, officers positioned themselves on a street corner several houses away and asked Bahrami to walk to them. Bahrami, as soon as he came into view of the officers, was ordered to stop and get on the ground, according to the footage.
The footage showed Bahrami pull a 7-inch kitchen knife from his waistband and run toward the officers.
One officer fired a less-lethal round at Bahrami, but it did not appear to have any effect. Others then fired their service weapons, hitting Bahrami, according to the footage.
Bahrami fell to the ground but did not let go of the knife, which officers continued to tell him to drop, the footage showed. After firing a second less-lethal round, officers approached Bahrami, kicked away the blade and placed him in handcuffs.
Officers provided aid to Bahrami until paramedics arrived and took over, but he died at the scene, police said.
The officers are on paid administrative leave per police department policy. The police department’s investigations bureau is investigating the fatal shooting in partnership with the Contra Costa County District Attorney’s Office.
