Ella Toone completed the scoring after being teed up inside the area by Alessia Russo.
The latter picked up three assists and saw a goal disallowed for offside as the Dutch, who concede more than two goals in one match at a major tournament for the first time, were blown away on Wednesday afternoon.
However, it was James who stole the show as she returned to a wide role in the England attack.
Her brilliant display was hailed by former Lioness Tash Dowie, who admitted: “Lauren James just puts a smile on your face.
“She just makes the game look so easy. Almost like it’s just not real, like it’s a PlayStation.
“Three players in the midfield area and she drifts past all three of them. She’s absolutely a joy to watch.”
James opened the scoring by capping off a flowing break started by goalkeeper Hannah Hampton.
After receiving the ball from Russo on the edge of the box, she moved the ball onto her left foot before firing into the top corner.
Her second and England’s third came shortly before the hour mark as the Dutch scrambled to keep the ball out of the net.

The 23-year-old now has nine goals in 31 caps for the Lionesses since making her debut three years ago.
Sarina Wiegman’s tactical tweaks paid off as her side produced a brilliant pressing display.
The victory now sees the Lionesses take full control of their own destiny in group D.
Their opening defeat to France on Saturday had created a sense of jeopardy for the 2022 winners.
England will now head into their final group fixture against Wales knowing exactly what they need to progress.
A win over their neighbours will guarantee progression to the knockout stages.
Meanwhile, the Netherlands will have to beat France to have any hope of reaching the last 16.
