The Syrian Minister of Finance, Mohammed Yosr Bernieh , issued a decision to lift the precautionary seizure on the movable and immovable funds belonging to the Syrian Minister of Religious Endowments, Mohammad Abu al-Khair Shukri.
According to the decision, Mohammad Abu al-Khair Shukri, son of Mohammad Lutfi, mother’s name Dalal, born in 1961 in Damascus—Sarouja, Obeid Khana “99,” had a precautionary seizure imposed on his assets on June 27, 2021, during the former regime’s period, under the directives of the National Security at that time, due to his stances supporting the Syrian revolution.
Bernieh stated in a post on LinkedIn that lifting the seizure on the funds of the Minister of Religious Endowments comes as part of following up on the path of lifting injustice and restoring rights. He added that his ministerial colleagues “are among the last to have the unjust seizure lifted from their assets.”
The Ministry of Finance is working to complete the lifting of all seizures that affected tens of thousands of Syrians within ten days, in cooperation with the Ministries of Justice and Interior, in response to Decree No. 16 issued by President Ahmad al-Sharaa.
Decree No. 16 of 2025 states that, based on the provisions of the Constitutional Declaration, especially Article 48, all precautionary seizure decisions and their amendments issued from 2012 until 2024 by the Ministry of Finance, based on directives from security agencies and pursuant to the provisions of Legislative Decree No. 63 of 2012, are canceled. The Ministry of Finance is tasked, in coordination with the Ministries of Interior and Justice, with taking the necessary executive measures to expedite the lifting of the seizures.
This is the first time that the precautionary seizure has been lifted on movable and immovable funds of a Syrian minister since the fall of the former regime on December 8, 2024.
Who is the Syrian Minister of Religious Endowments?
He is a university professor, preacher, lawyer, legal advisor, social and political activist, founder and president of the “Khair al-Sham Social Association,” and a member of the “International Union of Muslim Scholars.”
He worked as an imam and preacher at the Imam Al-Shafi’i Mosque in the Mazzeh district of Damascus and was the director of the Quranic Institute there. He was also a preacher at the Umayyad Mosque in Damascus and a director at the Badr Al-Din Al-Hasani Association. He taught principles of jurisprudence at the High Institute of Sham for Islamic Studies in Damascus, and international humanitarian law and labor law at the University of Omdurman’s Damascus branch.
He was also a member of the National Coalition of the Forces of the Revolution and the Opposition and chaired its High Hajj Committee.
He has several publications and holds a PhD in Sharia and Law (2010) from the University of Da’wa in Beirut, a master’s degree in Islamic and legal studies (2005) from the University of Lahore in Pakistan, a law degree (1991) from the University of Damascus, and a degree in Islamic Sharia from the College of Islamic Da’wa in Tripoli, according to the website “Who Are They.”
