The first incumbent in this fall’s Chapel Hill Town Council election has entered the race, as Paris Miller-Foushee announced she is seeking a second term.
Miller-Foushee, who joined the elected body in 2021, shared on social media June 4 that she plans to run for re-election and held a campaign launch event at Carolina Brewery on Saturday evening.
“Since being elected,” she said in a statement shared with Chapelboro, “I have been a dedicated and effective advocate for affordable housing, sustainable and equitable growth, and authentic community engagement. A longtime Chapel Hill resident, I have brought both deep roots and bold ideas to the Council, focusing my work on lifting up historically underrepresented voices and shaping policies that reflect our Town’s shared values.”
After running on a platform to improve affordable housing efforts in 2021, Miller-Foushee helped usher in a variety of projects alongside her colleagues. In addition to approving part of the town-owned land at Legion Road to become an affordable housing community and public park, she was among the council members who pushed for a bigger affordable housing commitment from UNC Health when weighing its proposed Eastowne expansion — ultimately leading to the creation of the $20 million Affordable Housing Loan Fund. The fund will provide loans to projects aiming to build more or preserve existing below-market housing, serving as an incentive to developers to consider options beyond market-rate housing.
Miller-Foushee also has advocated for transit-oriented development, working in support of the town’s Complete Communities framework and pushing for consideration of transit corridors when considering projects and amid the town’s ongoing Land-Use Management Ordinance rewrite. Among her other points of pride, she listed the local government’s recent sustainability efforts and advances in public safety by funding non-law-enforcement response teams. During this four-year term, she served as the Vice-Chair of the Town’s Community Police Advisory Committee and on the Steering Committee of the Re-Imagining Community Safety Task Force.
“While I have accomplished much in the past years,” Miller-Foushee said, “there is still more for me to do — continuing to bring diverse community voices to the decision-making table; creating opportunities for minority-owned businesses; seeing the Bus Rapid Transit system through to completion; and pushing for smart, compassionate policies that support Chapel Hill’s long-term vitality. I hope voters will allow me to continue working on their behalf to make Chapel Hill a place where all can feel welcome and flourish.”
Beyond her work in the council chamber, Miller-Foushee is the Assistant Director for the Center for Muslim Life at Duke University. She previously worked at the Inter-Faith Council for Social Service and has held leadership roles with the EmPOWERment Inc., the Marian Cheek Jackson Center, and the Chapel Hill-Carrboro NAACP.
Alongside Miller-Foushee, town council members Camille Berry, Adam Searing and Karen Stegman will see their terms expire. Searing and Berry have yet to publicly announce their plans, while Stegman announced in May she will not seek re-election — and will depart the council this summer as her family moves full-time to Carrboro. One challenger candidate has announced plans to run: Chapel Hill planning commission member Wes McMahon.
The filing period for the 2025 municipal election cycle in North Carolina begins the morning of Monday, July 7 and will run through 12 p.m. of Friday, July 18. Election Day for the 2025 municipal elections will be Tuesday, Nov. 4.
