In large part, Mr. Shields relies on an account by Adam Gaska who attended and provided a comment at the October 2 Council meeting. Since Mr. Gaska cited only one of the several reasons why I voted “No” on an endorsement of Proposition 36, I would like to take this opportunity to more fully explain my position.
