July 2, 2024 11:05 a.m. Roseburg Police cited two men for theft for incidents involving shopping carts on Monday. An RPD report said at 9:30 a.m. a 54-year-old was contacted at his camp at the intersection of Northeast Diamond Lake Boulevard and Northeast Fulton Street. The camp had trash scattered all around it and there were two shopping carts there. An officer had previously warned the man that he would be cited for theft, if he was contacted with a cart. He was cited for second-degree theft and offensive littering and was released on the scene. At 10:15 a.m. a 58-year-old was contacted at his camp in the 200 block of Southeast Pine Street, where he was in possession of two shopping car
