RITZVILLE — Construction could start as early as August on a project to bring fiber optic cable to the Ritzville and Lind areas. Adams County Public Works Director Todd O’Brien said fiber installation in the two cities would be the first phase of a two-phase project. The second phase will be the addition of fiber in an area south of Othello.  “Our designer is putting together bid specifications,” O’Brien said. County officials want to advertise for bids in June, with bids opened and the contract awarded in July. If all goes well, construction will start sometime
