Ophelia made landfall near Emerald Isle, North Carolina, on Saturday morning as a strong tropical storm, which already has knocked out power to tens of thousands with its strong winds as its rain and storm surge flooding reach areas of the East Coast well beyond the storm’s center.
Tropical Storm Ophelia has strengthened after it formed off the Atlantic coast Friday afternoon, threatening to bring heavy rain, storm surges and strong winds to the East Coast this weekend, the National Hurricane Center said.  
North Carolina early Saturday. Its impact is forecast to be strongest in parts of North Carolina and Virginia, with the potential of "life-threatening flash flooding."   
Ophelia had maximum sustained winds of 70 mph and was moving at 13 mph, according to a late Friday night advisory from the Miami-based center. The storm was centered about 70 miles southeast of Cape Fear, North Carolina. 
Tropical Storm Ophelia formed off the mid-Atlantic coast and was expected to bring heavy rain, storm surge and windy conditions over the weekend, the National Hurricane Center said Friday.
As of now, Saturday looks like it will see the worst of it. The storm threaten to dump up to 4 inches of rain on the New York City area, and bring wind gusts topping 50 mph.
There will also be rough surf, coastal erosion and flooding along the Jersey Shore and possibly some parts of the south shore of Long Island.

Forecasters from the hurricane center say “slight strengthening” may occur before the storm reaches the coast of North Carolina. A public advisory on the storm notes Ophelia’s tropical-storm-force winds extend outward up to 275 miles from the storm’s center.
The storm is expected to move slowly to the north-northwest during the next two days.
“On the forecast track, the center of the low will approach the coast of North Carolina tonight, and then move across eastern North Carolina, southeastern Virginia, and the Delmarva Peninsula Saturday and Sunday,” the hurricane center advisory says.
