In the video, the officer is heard suggesting the Indian student's life had "limited value" and the city should "just write a cheque".
The officer has said his comments were taken out of context.
Ms Kandula, a graduate student at the Northeastern University, was hit and killed by a police car while crossing the street on 23 January.
According to The Seattle Times, citing a police investigation report, the officer driving the car was going 74mph (119km/h) and the graduate student's body was thrown more than 100ft (30m).
Officer Auderer was called to the incident where his body camera recorded audio from a call he made to a colleague.
Graduate student Jaahnavi Kandula was in a crosswalk the night of Jan. 23 when an officer struck her with his patrol SUV, police said. The officer, Kevin Dave, was driving 74 mph moments before the collision, according to the Seattle Police Department's investigation report provided to the King County Prosecuting Attorney's Office. Dave was responding as an emergency medical technician to a "priority 1" emergency call at the time, police said.
Officer Daniel Auderer responded to the scene to evaluate Dave and determined he did not show any signs of impairment, according to the investigation report.

The Consulate General of India in San Francisco issued a statement on Wednesday, calling the handling of Kandula’s death “deeply troubling.”
In addition to contacting authorities in Seattle, Washington state and in Washington D.C., the Consulate is calling for a “thorough investigation” and for action to be taken against those involved in her death, according to a social media post on Sept. 13.
On Sept. 13, Seattle City Councilmember Tammy Morales requested Seattle Police Chief Adrian Diaz take action against Officer Auderer for his comments.
