A Toledo man in prison for kidnapping has been indicted for alleged retaliation. A Wood County grand jury on Wednesday indicted James Willard McDowell III, 40, for two counts of retaliation, both third-degree felonies. On May 17, he allegedly retaliated against a victim of a crime because the victim filed criminal charges. McDowell also allegedly threatened harm to an attorney or witness who participated in the proceedings. He was sentenced in April to six years in prison for kidnapping and is serving his time in the Trumbull Correctional Institution, Leavittsburg.
